The Bush administration has released a directive called the National Security and Homeland Security Presidential Directive. The directive released on May 9th, 2007 has gone almost unnoticed by the mainstream and alternative media.

The idea of closing borders for health and security reasons is nothing new. Many countries have elected to close borders to protect their populations from viruses, security threats, and other external dangers. An example recently has been the brief closure of the Mexican border when the H1N1, or Swine Flu virus, was realized to have originated from a small Mexican town. The virus spread quicker than authorities anticipated and led the Mexican government to close their borders, especially to the United States. This tactic was not as well-received in the United States, however, because they were hesitant to the idea of border closure due to trade decimation.

The closure of the US border might not seem too unrealistic now that a national emergency has been declared and that it was found that there are millions of people infected with the swine flu virus all around the United States. Indeed, just 6 months ago, a prominent congressman of New York called on the government to close the border with Mexico:

Washington, DC (AHN) – A congressional Democrat serving on the House Homeland Security Committee is calling for the “immediate and complete” closing of the Mexican border with the United States until the swine flu is contained.

“The public needs to be aware of the serious threat of swine flu, and we need to close our borders to Mexico immediately and completely until this is resolved,” Rep. Eric Massa, D-NY, said in a press release.

Despite a press conference called by the Obama administration on Sunday announcing a coordinated federal effort to deal with the illness, which has spread worldwide from Mexico, Massa said not enough is being done.

“I am making this announcement because I see this as a serious threat to the health of the American public, and I do not believe this issue is receiving the attention it needs to have in the news,” Massa said. Sourced from AHN Reporter.

It would also not be too far-fetched to realize a border closure of the United States given the fact that it already has been significantly tightened by new passport requirements that went into effect in June, 2009, according to the Western Hemisphere Travel Initiative. It has been compared to a new “Berlin Wall” by many people.

Military planning for possible H1N1 outbreak

WASHINGTON (CNN) — The U.S. military wants to establish regional teams of military personnel to assist civilian authorities in the event of a significant outbreak of the H1N1 virus this fall, according to Defense Department officials.

The proposal is awaiting final approval from Defense Secretary Robert Gates.

The officials would not be identified because the proposal from U.S. Northern Command’s Gen. Victor Renuart has not been approved by the secretary.

The plan calls for military task forces to work in conjunction with the Federal Emergency Management Agency. There is no final decision on how the military effort would be manned, but one source said it would likely include personnel from all branches of the military.

Therefore, it is my sad duty to impose the status of martial law in the United States of America. I order now closing our borders, and also ordered all military reservists to report for work in twenty-four hours.”

“I have instructed all air traffic grounded, all travel Interstate suspended, and all schools closed. We currently deploy some Army units along our southern borders and an agreement with Canada will result in closure of the border based on the allocation of specific areas of responsibility of each country.

In addition to the federal laws below, the Bush EOs, HSPD-21, and Pentagon plan suggest a hidden agenda behind today’s Swine Flu crisis as a way to institute martial law on the pretext of a public health emergency, using hyped fear to win popular acquiescence.

On April 4, 2003, EO 13295 issued a “Revised List of Quarantinable Communicable Diseases” that included cholera, diphtheria, infectious TB, plague, smallpox, yellow fever, severe acute respiratory syndrome (SARS), and viral hemorrhagic fevers like ebola and lassa.

On April 1, 2005, EO 13375 amended EO 13295 by adding “the following new subsection:”

“(c) Influenza caused by novel or reemergent influenza viruses that are causing, or have the potential to cause, a pandemic.”

The October 2007 HSPD-21 “establishe(d) a National Strategy for Public Health and Medical Preparedness which builds upon principles set forth in (the 2004) Biodefense for the 21st Century and will transform our national approach to protecting the health of the American people against all disasters.”

It called for:

— “nationwide, robust, and integrated biosurveillance…to provide early warning and ongoing characterization of disease outbreaks in near real-time;

— countermeasure stockpiling and distribution….of medical countermeasures (vaccines, drugs, and therapeutics) to a large population….;

— mass casualty care….created by a catastrophic health event;” and

— “community resilience” whereby “civic leaders, citizens, and families are educated regarding threats and are empowered to mitigate their own risk;” in addition, the federal government must be involved in “medical preparedness to assist (nationwide) in the face of potential catastrophic health events.”

In May 2007, the Department of Defense’s (DOD) “Implementation Plan for Pandemic Influenza” prepared for a possible H5N1 (Avian Flu) pandemic that could affect up to one-third of the population and kill as many as three million in just weeks, it was claimed. It involved using US troops to put down riots, guard pharmaceutical plants and shipments, and restrict the movement of people inside the country and across borders.

This plan remains active and US laws authorize it, including Sections 1076 and 333 of the John Warner National Defense Authorization Act for Fiscal Year 2007 that amended the 1807 Insurrection Act and 1878 Posse Comitatus Act. They prohibit using federal and National Guard troops for law enforcement except as constitutionally allowed or expressly authorized by Congress in times of a national emergency like an insurrection.

The president may now announce a public emergency, declare martial law, suspend the Constitution, and deploy US troops on city streets to suppress what he calls disorder.

Bush To Be Dictator In A Catastrophic Emergency

It should be noted these powers are transferred to whomever the next president is, and in this case it is Obama.

In this directive, Bush declares that in the event of a “Catastrophic Emergency”, the President will be entrusted with leading the activities to ensure constitutional government. The language in this directive would in effect make the President a dictator in the case of such an emergency.

The directive defines a “Catastrophic Emergency” as the following.

“Catastrophic Emergency” means any incident, regardless of location, that results in extraordinary levels of mass casualties, damage, or disruption severely affecting the U.S. population, infrastructure, environment, economy, or government functions;

So what does this mean? This is entirely subjective and doesn’t provide any real concrete definition of what such an emergency would entail. Assuming that it means a disaster on the scale of the 9/11 attacks or Katrina, there is no question that the United States at some point in time will experience an emergency on par with either of those events. When one of those events takes place, the President will be a dictator in charge of ensuring a working constitutional government.
